- Description/Excerpt: In South Carolina, where the lottery sells dreams of riches, those who can afford it the least spend the most. Low-income people also spend a greater portion of their income on the games than more affluent players, according to an Observer examination of four years of lottery data. People earning less than $30,000 a year spent an estimated $627 per household annually, nearly triple the spending of those making more than $50,000.
