The ABC15 Investigators combed through more than 300,000 citations from Phoenix, Mesa, and Scottsdale, and found a large number of cases thrown out because the tickets were not properly served.
Sometimes, cameras make mistakes.
It happened to us when our producer got a speeding ticket, but because the ticket was issued to the wrong vehicle in the picture we were cleared.
Most often, though, people get out of a ticket through a huge legal loophole in Arizona, one that requires photo enforcement tickets to be personally served.
