- Description/Excerpt: David Shaffer and David Chanen of the Star Tribune used local police data to show that "no investigator is assigned in two out of five violent robberies and felony assaults that occurred between Jan. 1, 2005, and May 31, 2006 ... and less than one in five such crimes was solved." The practice of essentially writing off some crimes is called redlining, and during peak periods the Minneapolis police send out 35-55 letters a week saying they won't be investigating a particular crime.
