- Description/Excerpt: The declining number of officers in the 12th Precinct, where West has worked his entire career, means he spends many days simply running from call to call.
The 12th Precinct, with one of the highest crime rates in the city, has 16 fewer officers than it did a decade ago. Of the city's 19 precincts, none has lost more officers than the 12th, a Dispatch analysis found.
Meanwhile, the 14th Precinct, which straddles the east Outerbelt, gained the most: 23 more officers than a decade ago. The 18th Precinct, between Morse Road and Polaris on the North Side, gained 19.
Much of the redeployment began in 2005 with the "850 plan," which sought to assign up to 850 patrol officers based on updated crime rates, calls for service, population shifts and square miles in each precinct.
