- Description/Excerpt: For years, state pay in Arizona has been among the lowest in the nation, leading to high turnover rates that cost taxpayers tens of millions of dollars each year.
Recent pay increases have helped. But at 17.3 percent in fiscal 2007, the turnover rate remains two to three times that of local governments and costs an estimated $50 million to $60 million a year.
Nearly 42,000 Arizonans work full time for the state. Most make more than average full-time employees in Arizona, with better job security and benefits. But studies show that in many professions, the state doesn't keep up.
